W.R. Harshaw and the Progressive

Cousin Marjorie and I were discussing two pieces reflecting W.R.Harshaw's views: the ministers letter of 1890 pushing municipal reform and the response to the 1902 coal strike.  As I see it:
  • the letter reflects, but soft-peddles a Progressive aversion to immigrants.  Immigrants were the basis of the machine politics of New York and other big cities. So the attack on party politics reflects, in part, an aversion to the immigrants 
  • focus on education to change
